Another way to look at it is when you apply for your ESTA form for your holiday trip to USA (https://esta.cbp.dhs.gov/esta/) it ask these questions on the ESTA form (recently changed last month)
2) Have you ever been arrested or convicted for a crime that resulted in serious damage to property, or serious harm to another person or government authority? *
Yes No
3) Have you ever violated any law related to possessing, using, or distributing illegal drugs? *
Yes No
4) Do you seek to engage in or have you ever engaged in terrorist activities, espionage, sabotage, or genocide? *
Yes No
5) Have you ever committed fraud or misrepresented yourself or others to obtain, or assist others to obtain, a visa or entry into the United States? *
Yes No
Read the other replies on that first link, seems people are quite confused since any type of offense could be not covered or covered, unlocks guide I believe suggested if you unsure how to answer those above questions then it means it could be Yes so you require an interview for that visa approval. Since these changes to America travel just changed recently its still a bit new to everyone which is why many are confused.
I can't be 100% sure but if the offense was theft, those questions above suggest Assault, Damage, Drugs or terrorism so in my opinion which I can't be 100% sure of it sounds like one would answer No on the ESTA form online and be approved via the ESTA online website and hopefully entry for US. Course don't take it as a firm yes just my opinion which could be very wrong.
