This is a strange story. Apparently these scams have been running in France for quite a while and over 3.5 million euros was paid out. 
The obvious question is why would you pay up to the scammers, unless you actually had been looking at these images and had something to hide?

Scammers are clever. They recognise loads of people have Amazon accounts and that's why you get 'someone's hacked your Amazon account'. A scattergun approach will always get some results.
There's a similar one that's been going around on email for years about legal porn, saying they've hacked your webcam and they've watched and recorded you or something. It'll cause some panic for those with a guilty conscience.
The addition of claiming illegal content in these scams ups the ante and the panic for those with a guilty conscience to respond and again, scattergun will always find some.
