I don't say this lightly, as I think it's adherent that we should change plans because of past mistakes, but I'd steer clear until your notification time is up. Do not be naive, there is absolutely no 'if'. The notification/alert is sent out for anyone who has to notify. Anything they can do, they will do. BT I don't know if you would have any troubles at all with getting it, but you would have to deal with the reality that you will be going to a country where they have already been told by your own country that you are a risk, a danger to others and you are travelling to their country with the intention of committing further crimes. Do you want to be entering into Russia and have a Russian border guard see this flash up on his screen? What do you think the next course of action would be? They have option of gathering discreet intelligence or they can stop you, question you and deny you entry into their country. These laws are to completely discourage travel without falling foul of any human rights and they are very effective.
